$4.9 million 2024 Annual Action Plan for low-moderate income families approved
The 小黄鸭视频 County Board of Commissioners officially approved a critical action plan allowing for federal grants to boost affordable housing in our area. The 2024鈥2025 Annual Action Plan outlines the strategies and initiatives for affordable housing, homeless services and community development in the county. The U.S. Department of Housing and Urban Development requires the action plan for 小黄鸭视频 County to receive federal entitlement grant funds.
鈥淭his approval complies with all requirements from the U.S. Department of Housing and Urban Development, allowing funding to come to 小黄鸭视频 County and continue our work to create and preserve 2,500 affordable housing units by 2029.鈥 said Chair Shinica Thomas of the 小黄鸭视频 County Board of Commissioners. 鈥淭he funding will continue to boost our mission to make homelessness rare, brief and non-recurring.鈥
The 2024 Action Plan marks the final year of the 2020鈥2025 Consolidated Plan, a strategic framework established to serve the needs of low- and moderate-income families in 小黄鸭视频 County. It also signals the beginning of a new community conversations effort for the 2026鈥2030 Consolidated Plan to begin this fall.
Priority Population Groups
The 2020鈥2025 Consolidated Plan identified the following priority population groups based on housing needs and citizen participation data:
- Priority One: Households earning 0鈥50% of the and vulnerable populations experiencing or at risk of homelessness.
- Priority Two: Households earning 51鈥60% of Area Median Income.
- Priority Three: Households earning 61鈥80% of Area Median Income.
The plan includes $4,976,931 in federal funding, which will be appropriated in the fiscal year 2024鈥2025 小黄鸭视频 County Housing Affordability and Community Revitalization Special Revenue Fund budget. This federal money will be supplemented by existing county funds and program income to maximize the impact of the initiatives.
The Department of Housing Affordability and Community Revitalization, in collaboration with community partners, will oversee the implementation of the 2024 Action Plan.
Programs Funded by the 2024 Action Plan
- Community Development Block Grant: Funding for affordable housing acquisition, rehabilitation, homeownership, public facilities, infrastructure and public services.
- HOME Investment Partnerships Program: Grant for developing and rehabilitating affordable housing with a 25% local matching contribution.
- Housing Opportunities for Persons with AIDS: Support for the housing needs of individuals living with HIV/AIDS and their families through short- and long-term rental assistance and supportive services.
- Emergency Solutions Grant: Assistance for rapid re-housing, homelessness prevention, emergency shelters and related services.
The 2024 Action Plan continues to address the goals of the 2020鈥2025 Consolidated Plan, including increasing and preserving affordable housing, addressing policy barriers to housing affordability and supporting vulnerable populations and communities.
This action plan is designed to meet federal requirements while addressing the specific needs of 小黄鸭视频 County residents.
