WAKE COUNTY'S 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) and
2024 HOUSING OPPORTUNITIES for PERSONS WITH AIDS (HOPWA) CAPER

С»ÆѼÊÓƵ County is preparing its  and , and invites the public to review and provide comments during a 15-day comment period from August 29–September 12, 2025.С»ÆѼÊÓƵ

The CAPER documents progress made in the final year of the five-year Consolidated Plan, reporting on activities from Program Year 2024 (July 1, 2024–June 30, 2025). The HOPWA CAPER outlines how HOPWA funds supported eligible households in С»ÆѼÊÓƵ, Johnston and Franklin counties.

Drafts of both reports will be accessible in-person at the following locations: С»ÆѼÊÓƵ County Housing (336 Fayetteville St., Suite 440), municipal town halls, С»ÆѼÊÓƵ County regional centers, homeless service centers, and other С»ÆѼÊÓƵ County Housing or Human Services locations.

On June 2, 2025, the С»ÆѼÊÓƵ County Board of Commissioners approved the , a five-year strategy to affordable housing, homeless services and community development needs for low- and moderate-income families. It is accompanied by the 2025 Annual Action Plan, which outlines planned programs and funding for the upcoming fiscal year beginning July 1, 2025, to June 30, 2026.

The is a regional assessment that identifies barriers to fair housing and outlines strategies to address them. It evaluates how factors like demographics, housing, land use, zoning, and transportation may limit access for protected classes and recommends actions to overcome these challenges.

The  and   report progress for the fourth year of the 5-year Consolidated Plan mandated by the National Housing Act of 1990. These documents describe the housing and community development activities that were carried out with CDBG, HOME, HOPWA and ESG grant funds during fiscal year 2023 (July 1, 2023 - June 30, 2024). CDBG, HOME, and ESG funds support households living in С»ÆѼÊÓƵ County. HOPWA funds assist households with HIV/AIDS living in С»ÆѼÊÓƵ, Johnston, and Franklin counties.

The  is a strategic plan detailing the use of federal HOME-ARP grant funds to address the needs of individuals or households who are experiencing homelessness, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability. The Plan was approved by the С»ÆѼÊÓƵ County Board of Commissioners on March 9^th, 2022.

Approximately 56,000 working families who make less than $39,000 a year in С»ÆѼÊÓƵ County are currently unable to find affordable housing. Current trends show that this number may increase to as many as 150,000 households over the next 20 years.

To address this growing need, the С»ÆѼÊÓƵ County Board of Commissioners approved the  developed by the Affordable Housing Steering Committee.

It describes how the public will be notified of program activities, projects which could result in the displacement and actions that would be undertaken if such displacement were to occur. The goal of the CPP is to provide all citizens of our community with adequate opportunities to participate in an advisory role in the planning, implementation and assessment of the County’s HUD grant programs.
