Project Summary

On January 19, 2016, the Board of Commissioners approved a 15-year lease for the Emergency Services Education Center (ESEC) and warehouse at 221 South Rogers Lane, Raleigh. This state-of-the-art facility houses С»ÆÑ¼ÊÓÆµ County EMS, С»ÆÑ¼ÊÓÆµ County Fire Services, С»ÆÑ¼ÊÓÆµ County Emergency Management, and Public Health PPE storage, and includes large training rooms, meeting space for the County’s training academies and continuous improvement protocols, offices, conference rooms, locker rooms, wellness space, break areas, fitness space, emergency simulation areas, and a large storage and deployment warehouse . In addition, the facility has a large truck service court with parking for trailers and emergency vehicles, and a dedicated parking lot for training events hosted by С»ÆÑ¼ÊÓÆµ County.

Because community growth has continued to put pressure on the 70,000 square foot space, and in response to additional programmatic needs, the Board of Commissioners approved expanding the facility on February 19, 2024 to incorporate an additional 54,258 square feet, known as the ESEC Expansion Space. The ESEC Expansion Space will be developed in phases over the next four years, beginning with Phase I, which addresses combining the new and old warehouses and making the new warehouse space useable for vehicle and supply storage. 

On June 2, 2025, the Board of Commissioners awarded a construction contract for Phase 1 to Progressive Contracting Company, Inc. for the ESEC Expansion Phase 1 project. Construction is anticipated to begin in August 2025, and the Phase 1 renovations should be completed in early 2026.
