A Manufactured Home Park, also called a mobile home park, is a piece of land that is all owned by the same person or group, except for subdivisions developed according to the С»ÆÑ¼ÊÓÆµ County Unified Development Ordinance. It has two or more spaces that are only for rent or lease to people living in manufactured homes.
Each home is set up on its own space, and these parks must follow the to ensure they are safe and healthy places to live. In С»ÆÑ¼ÊÓÆµ County, there are about 70 manufactured home parks subject to the county’s regulations.
Mobile Home Park Inspections

The С»ÆÑ¼ÊÓÆµ County Onsite Water Protection Division inspects these parks twice a year or more often if needed.
Parks with septic systems receive:
- Two (2) general inspections each year
- Two (2) compliance inspections each year
All other parks receive:
- One (1) general inspection each year
- One (1) compliance inspection each year
Compliance inspections may be conducted during the same visit as general inspections. These checks help ensure that manufactured home parks meet important safety and health standards. It is the responsibility of park owners and managers to make sure their parks follow all С»ÆÑ¼ÊÓÆµ County requirements.
During these inspections, С»ÆÑ¼ÊÓÆµ County checks key areas, including:
- Water supply: Must be safe for drinking, bathing, cooking and cleaning.
- Wastewater disposal: Septic systems must be safe, ensuring wastewater does not surface or contaminate the water supply.
- Garbage control: Proper trash disposal is essential to maintain cleanliness and prevent health hazards.
- Vector borne disease control: We monitor to ensure action is taken to reduce infestations of mosquitoes, flies, rodents, fleas, ticks and other vectors.
- Animal and communicable disease control: Animals must be restrained and comply with the С»ÆÑ¼ÊÓÆµ County Animal Control Ordinance; measures must be enforced to prevent the spread of infections.
- Operator compliance: The park operator must ensure all activities comply with regulations and standards.
- Health and safety hazards: Includes unsafely stored, abandoned or junked vehicles, white goods, rubbish and abandoned mobile homes.
Septic and Sewage System Inspections
During compliance inspections, С»ÆÑ¼ÊÓÆµ County conducts visual inspections for surfacing wastewater. The manufactured home park owner is responsible for the water and wastewater systems that lie within the park.
Septic systems must be properly maintained and covered to prevent wastewater from rising to the surface or contaminating the water supply. It is crucial that these systems are designed, installed and managed correctly to protect everyone in the park.
