The 2025–2030 Consolidated Plan outlines the goals and programs to address the housing, homelessness and community development needs in С��Ѽ��Ƶ County, outside of Raleigh. The 2025 Action Plan details the activities to be carried out from July 1, 2025, through June 30, 2026, in the same geographic area. The AI is a required study that examines barriers to fair housing choice and offers recommended actions.

NOTICE OF WAKE COUNTY 2020 ACTION PLAN AND 2020-2025 CONSOLIDATED PLAN AMENDMENT

NOTICE IS HEREBY GIVEN THAT С��Ѽ��Ƶ County (С��Ѽ��Ƶ) Housing Affordability and Community Revitalization (HACR) Department is amending the С��Ѽ��Ƶ County 2020 Annual Action Plan and the 2020-2025 Consolidated Plan to approve the use of Emergency Solutions Grants Program (ESG) funds for Landlord Incentives under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

In response to the Coronavirus Pandemic (COVID-19) the U.S. Department of Housing and Urban Development (HUD) notified С��Ѽ��Ƶ of additional ESG fund allocations to be used to prevent, prepare for, and respond to COVID-19.

С��Ѽ��Ƶ will amend the 2020 Annual Action Plan and 2020-2025 Consolidated Plan to reflect the waivers, including additional eligible activities, under the CARES Act. $270,000 in ESG funds will be used for Landlord Incentive activities facilitating assistance to eligible communities to prevent and respond to the spread of COVID-19.

On August 16, 2021, HACR will ask the С��Ѽ��Ƶ County Board of Commissioners to approve this amendment.

The House С��Ѽ��Ƶ! COVID-19 Eviction Prevention Program consists of a three-step process:

1.      Eviction Prevention
Through a partnership with the Telamon Corporation, the county helps tenants and landlords cover rent shortfalls, resulting from a loss of income due to COVID-19. House С��Ѽ��Ƶ! pays 100% of up to six months of approved tenants’ back rent owed from March through December 2020. In return, the landlords must agree to forgive the remaining rent owed and offer to discount rent by 25% for January through March 2021.

2.     Eviction Mediation Services
Through a partnership with Legal Aid of North Carolina, the county provides free legal support for tenants who need legal counsel for mediation services or to negotiate filed evictions with landlords; and

3.      Relocation Assistance
The county helps relocate residents whose housing situations could not be stabilized through steps 1 or 2.

Eligible applicants must:

• Be a renter legally residing in С��Ѽ��Ƶ County;
• Have a legally binding North Carolina lease that covers the assistance period;
• Demonstrate that they have suffered financially from COVID-19; and
• Not receive any other forms of rental assistance such as Housing Choice Vouchers, NC HOPE, Section 8 or senior housing subsidies.

While there are no income requirements, priority is given to residents with an income that does not exceed 80% of area median income (AMI) at the end of 2019 or pre-COVID-19.

House С��Ѽ��Ƶ! Phase I Awarded Funds

The С��Ѽ��Ƶ County Department of Housing Affordability & Community Revitalization has been working diligently to respond to the needs of our County’s most vulnerable populations as a result of the COVID-19 pandemic. С��Ѽ��Ƶ County has committed nearly $11.5 million in federal funding for these efforts through Phase I of the House С��Ѽ��Ƶ! Strategic Plan, with over $5.77 million of this funding available directly to partnering community agencies.

Strategic Plan we have partnered with thirteen key community organizations to provide much needed services to vulnerable populations including individuals, families, youth, victims of domestic violence, and justice involved youth and adults. This partnership will ensure that these populations have access to housing assistance, street outreach, temporary housing, and case management.

The CARES Act, H.R. 748, signed into law on March 27, 2020, provides additional flexible funding to state, local, tribal and territorial governments, and public agencies, through familiar and new programs that can be used to address housing instability and homelessness.

The County's Department of Housing Affordability is seeking qualified community partners to assist with implementing the second phase of the House С��Ѽ��Ƶ! Strategic Plan. 

In Phase I, the County successfully selected partners to implement programs focused on addressing the various needs of households who are homeless, cannot access financial resources, and face a high risk of contracting COVID with negative outcomes.  

Phase II of House С��Ѽ��Ƶ! will focus on helping to reduce evictions in С��Ѽ��Ƶ County, by providing resources for tenants and landlords.  

The House С��Ѽ��Ƶ! Phase II three-step intervention process will consist of:  

• Eviction Prevention which aims to provide financial assistance to tenants and landlords to cover rent shortfalls resulting from a loss of income;

С��Ѽ��Ƶ County is excited to announce our House С��Ѽ��Ƶ! Strategic Plan and to release our Request for Letters of Interest to partner on its implementation.

House С��Ѽ��Ƶ! is a strategic plan to minimize the effects of COVID-19 on homeless and precariously house С��Ѽ��Ƶ County residents, while maximizing opportunities for positive long-term outcomes. This six-to eight-month strategic plan uses and coordinates federal, state and local funding to address the COVID-19 crisis within our homeless and precariously housed population and aims to move the maximum number of individuals possible to housing stability.

С��Ѽ��Ƶ County Housing Division's  addresses the needs of our priority populations with our housing and community development programs. It includes a housing and homeless needs assessment and market analysis, a strategic plan and a one-year Action Plan. 

The County is encouraging the public to submit comments on the documents for a 30-day period starting March 1, 2020. In April 2020, a final draft will be submitted for approval to the Board of Commissioners.

To all interested agencies, groups, and persons: On or after April 29, 2024, С��Ѽ��Ƶ County Government will submit a request to the U.S. Department of Housing and Urban Development, Greensboro, NC, Program Office for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following program:

Tier 1 Broad Review Project/Program: The Housing Affordability & Community Revitalization (HACR) department will put into effect a Housing Rehabilitation Program that will include the following grant programs:

1. Elderly & Disabled Grant Program (E & D) – E & D program serves elderly households that are earning less than 50% of the area median income (AMI). As of April 2024, the AMI limit for a family of four is $61,150. E & D is planned to help people stay in their homes with repairs that provide for a safe and healthy environment. Grants up to $20,000 are available to applicants with an additional $10,000 available for radon testing and lead-based paint assessment and abatement.

2. Emergency Grant Program – This is a one-time-only assistance program, per household. This grant assists owner-occupied households that earn less than 50% of AMI. Applicants can receive a grant up to $5,000 in assistance that includes, but is not limited to, HVAC, roof, and well/septic tank repairs and/or replacements.

3. Single- and Multi-family Rehabilitation of Sub-standard Houses – The purpose of this program is to prevent and/or correct health and safety problems in owner-occupied homes with households making less than 80% of AMI. As of April 2024, the AMI limit for a family of four is $97,800.

The grant programs listed above are for owner-occupied households that live in С��Ѽ��Ƶ County only, and these programs are not intended to assist owner-occupied households that live within the city/town limits of Cary and Raleigh.

To all interested agencies, groups and persons: On or about July 10, 2024, С��Ѽ��Ƶ County Housing Affordability & Community Revitalization will complete the Categorically Excluded Subject To (at 24 CFR 58.35 (a)(5) categorical exclusions) public comment posting for the disposition of Heritage Park at 416 Dorothea Drive, Raleigh, NC, and will send a notice of an intent to request a release of funds (NOI/RROF) to the Raleigh Housing Authority (RHA). Once received by RHA, they will forward this information to the Housing and Urban Development’s Office of Public and Indian Housing in Greensboro, NC, for review and comments.

The  is a five-year plan to address the low-income housing and community development needs in С��Ѽ��Ƶ County. It includes a housing and homeless needs assessment and market analysis, a strategic plan and a one-year Action Plan.

This document is a comprehensive review of С��Ѽ��Ƶ County's demographics, economics, housing, land use, zoning, transportation, and other conditions. It takes the data from this review and assesses how these conditions impede the availability and accessibility of housing to the protected classes. It then describes actions the community can take to overcome identified impediments. A fair housing plan is then developed as part of the five-year Consolidated Plan. The fair housing plan describes the actions С��Ѽ��Ƶ County's Housing program will take to address the identified impediments.
