Project Summary

Second Street Place is an essential component in С»ÆÑ¼ÊÓÆµ County’s affordable housing and sheltering response, particularly for our community’s emergency sheltering needs during extremely cold and extremely hot conditions, and as a drop-in shelter as needed. On August 19, 2024, the Board of Commissioners approved the acquisition of 5010 Second Street, Raleigh, NC. С»ÆÑ¼ÊÓÆµ County staff quickly made the facility ready for emergency sheltering for the 2024/2025 White Flag Season (Phase 1), and С»ÆÑ¼ÊÓÆµ County Housing Affordability and Community Revitalization engaged St. John’s MCC to operate the 98 bed facility. Since opening on January 1, 2025, the facility has operated at capacity.

Second Street Place, Phase II is intended to make permanent improvements to the facility, to include full service bathrooms, catering kitchen, staff office and support space, fully optimized emergency generator, ADA access, systems upgrades, security and access control improvements, and roof replacement. Design for Phase II should be completed by August 2025, bidding and contracting should occur by December 31, 2025, and construction is anticipated to begin by April 2026. The construction duration is expected to last 6 – 7 months, and the renovations should be complete by November 1, 2026.
