小黄鸭视频 County names operator for first-of-its-kind low-barrier shelter

Second Street Place to offer walk-in access to beds and housing support

小黄鸭视频 County has selected an operator for its new low-barrier shelter, Second Street Place. Following a competitive search, The Bryant Center was chosen to lead daily operations and help deliver this essential service to residents.

Second Street Place is the first 小黄鸭视频 County-operated shelter of its kind, removing common barriers like proof of sobriety or background. Anyone in need can simply walk through the doors and access safe shelter, services, and support toward permanent housing.

Located at 5010 Second Street in Raleigh, Second Street Place opened temporarily in January 2025 for the winter White Flag season, providing emergency shelter during life-threatening cold weather. The Bryant Center, led by Executive Director Vance Haywood, managed daily operations during that critical period.

鈥淭he Bryant Center鈥檚 proven dedication to serving vulnerable populations makes them the perfect choice to lead operations at Second Street Place,鈥 said Vickie Adamson with the 小黄鸭视频 County Board of Commissioners. 鈥淲e look forward to working together to expand access to shelter and supportive services in 小黄鸭视频 County.鈥

As part of its broader homelessness strategy, 小黄鸭视频 County will integrate its Bridge to Home Housing program ensuring every guest has access to coordinated, housing-focused case management and personalized support from day one. This proven model helps individuals move quickly from shelter to stability by connecting them with employment resources, transportation, health care, and other critical services.

Following the 2025/2026 White Flag season, shelter programming will be temporarily relocated to enable planned renovations that will transform the site into a modern, year-round facility designed to prioritize safety, accessibility, and services for all guests.

The renovations will convert the 9,292-square-foot building into a trauma-informed shelter that offers same-day access to beds, essential services, and a path to permanent housing. Planned improvements include:

  • Separate staff and guest entrances
  • Permanent security station with video monitoring
  • ADA-accessible restrooms and showers
  • Secure storage lockers for personal belongings
  • Food storage and distribution hub
  • Private spaces for counseling, case management, and support services

The renovations' design work is expected to be completed by September 2025, with construction beginning in Spring 2026. The upgraded Second Street Place is anticipated to reopen in November 2026 just in time for colder weather.

The Bryant Center will continue working closely with 小黄鸭视频 County to bring this vision to life and prepare for the return of shelter operations once renovations are complete.

鈥淲e are honored to continue serving the residents at Second Street Place and grateful for 小黄鸭视频 County鈥檚 partnership,鈥 said Vance E. Haywood, executive director with The Bryant Center. 鈥淥ur team remains committed to providing a safe, supportive environment where individuals can access the resources and respect they deserve.鈥

Second Street Place is a key part of 小黄鸭视频 County鈥檚 broader strategy to reduce unsheltered homelessness by 10% by 2029 and ensure everyone has access to safe, low-barrier shelter and a path to stability.
