
Each election, voters have the options of voting on Election Day, during Early Voting, or by mail. However, there are many voters residing in hospitals, clinics, and nursing homes who are unable to vote without any assistance or do not have near relatives or guardians who can assist. The Multipartisan Assistance Team, or MAT, is a bipartisan team trained and assigned to assist voters who are living at a facility and have requested assistance with voter registration and Absentee by Mail voting.
Request a MAT Visit to a Facility
The С»ÆÑ¼ÊÓÆµ County Board of Elections offers Multipartisan Assistance Team visits to С»ÆÑ¼ÊÓÆµ County facilities. There are two types of visits:
First Visit: Assistance completing Voter Registration Applications and/or Absentee-by-Mail ballot request forms.
Second Visit: Assistance marking (if needed) and/or witnessing Absentee-by-Mail ballots.
You may submit a request for a second visit once your first visit has finalized and residents have received their Absentee-by-Mail ballots.
Please complete a facility visit request to provide us with the essential information for scheduling your visit. When providing the number of residents requiring assistance, please make the most accurate estimate possible.

What are MAT member requirements?
Must be a registered voter and have reliable transportation, as travel to facilities will be required. Pickup of supplies at the Board of Elections office will also be required for assigned team members.
Must not be a candidate or relative of a candidate in the election.
Must not be an elected government official, hold office with a political party or be a manager or treasurer for a candidate or political party.
Note: Teams visiting facilities must include, at minimum, two persons whose voter registrations are affiliated with two different political parties. Unaffiliated team members may also assist, but must be approved by the county board.
What does MAT assist with?
Checking a voter's registration information using the NC Voter Lookup tool.
Completing a Voter Registration Application, as needed.
Completing an Absentee Request Form, as needed.
Completing any of the required sections of an Absentee-by-Mail ballot, as needed.
Will I receive training?
Yes. Training is required for all MAT members who would like to be assigned to assist with any type of visit to a facility. Additional information will be provided once your application is reviewed.
After completing the training, each MAT member must also submit a signed declaration affirming that they will abide by the laws regarding voter assistance.
